A: Both non-profit and for-profit organizations are welcome to apply.
Q: Can you provide information on the funding levels for youth programs for the past 2 years?

Q: Does the Local Area have a recommended caseload maximum, per case manager(Youth)?
A: There is no recommended maximum.
Q: Are your youth programs branded with a regional name and logo?
A: no
Q: Is operating the Youth programs out of the JobLink centers an option?
A: Operating out of a JobLink Center is not an option.
Q: Where do your current operators operate the Youth Programs?
A: Current youth providers operate in Mecklenburg County in their own facility.
Q: Can the Local Area provide information on the current staffing pattern for your youth program?

Q: Per Page 4, A. Program Description, Since two types of youth programs will be considered for funding, do you require two separate and distinct proposals (narrative-Statement of Work and budget) for 14-18 and 19-21?
Can you just bid on one age group...either 14-18 or 19-21? And if so, will that be detrimental in the evaluation process?
Do you have either a font requirement and any page limitations?
Please clarify p8, A statement of work narrative must be submitted for each separate training program proposed and its various components? Are you defining training program as one for 14-18 and another training program for 19-21?
With the short time frame, will the proposed linkages (page9 attachment E) have to be in place or only proposed???
If the Agency doesn't have an Indirect Cost Plan, what are you expecting for the Cost Allocation Plan and do you have a format expected?
P9-Agency Grievance procedure? Is this referencing a client/participant grievance procedure requirement and not an employee grievance procedure? Could you clarify?
How can we get a useable WORD soft copy of the required forms that need to be completed and sent back, since the RFP is a PDF FILE?

P17-Can you post online or provide a copy of the ISS to be used so everyone can see the most current ISS?
What State and/or tracking/data base reporting and tracking is required for this grant?
Will you allow reasonable projected costs for facility and classroom use proposed to be used in the budget?
Will you allow stipends to be paid to participants in work experience if proposed?

Page 35 Staff Fringe Benefits: Typically, if you have various health insurance etc. benefits, it may differ per employee so you don't have one price only to multiply against the percent of time X number of months etc...Pensions the same, etc. How do you propose we show that on the budget (separate sheet okay?).

Q: Will there be a bidder's meeting to get more clarity on the parameters and specifics regarding this RFP? Such meetings are very helpful to assist bidders in scripting more on-target proposals as well as provide the opportunities for a few solid programs to collaborate into one strong entity.
A: Unfortunately, a bidder's conference will not be held, as this is a venue that is held prior to the release of RFP.
Q: Is the $35,000 for the Case Manager the salary cap?

A: Submitting on a separate sheet is acceptable however, the total amount for that line item should be listed within the overall budget.
